build: add DISABLE_CXXFLAGS_OPTIMIZATIONS option

handy when packaging should control optimization without build system
masking. Especially handy when building to common architecture.

no change of behavior if DISABLE_CXXFLAGS_OPTIMIZATIONS is unset.
